CalEMA’s Evacuation and Transportation Toolkit for Access and Functional Needs

California has a great toolkitfor emergency managers to use when planning transportation and evacuation for people with access and functional needs. The tool kit has 4 basic chapters:

  • Overview: Understanding  Evacuation and Transportation for People with Access and Functional Needs
  • Stakeholder Roles and Responsibilities
  • Planning for Functional Needs Evacuation
  • Resources

As they state on their site:

This toolkit was produced as part of a pilot project to support counties in planning for the evacuation and transportation needs of all their citizens during an emergency. It is our hope that it provides you with an introduction to some of the important issues to consider while planning for a large scale evacuation and provides some valuable tools to make the job a little bit easier.

The resource tab is really the meat of the toolkit, and it includes templates for determining stakeholders, a gap analysis checklist, a template for plan development as well as template MOUs for use with private transportation companies.
